Lisbon incorporated as a village in 2023. The Town of Lisbon that older maps, directories and contractor websites still name is gone, and anything written about “town” rules for the area is describing a government that has been replaced. What has not changed is the shape of the place: 11,150 people, 94.2 percent of households owning their home — behind only the Town of Merton among the county’s QuickFacts places, and above Muskego, Brookfield and Elm Grove — a median household income of $123,720 and a median home valued at $414,500 (ACS 2020–2024).
A homeownership rate that high is the whole reason a seasonal-contract market exists here. The metro area’s 60.4 percent figure, dragged down by Milwaukee County, describes nothing about Lisbon.
Lisbon reads as a growth area, and it is, but the housing data say something more specific. The median year built is 1983 (±7 years on 4,056 units), and 45.0 percent of those units date from 1950 to 1979 against 26.2 percent from 2000 on and 10.3 percent since 2010 (ACS 2020–2024). Only 2.7 percent predate 1950. That is not a new-build village; it is a settled one with subdivisions being added at the edges, and the two kinds of street plow differently. The older roads have driveways widened and repaved over forty years; the new ones have the berm-across-the-apron problem for the first time.
The lots are the county’s defining housing fact, and Lisbon’s run large: the county-wide 2018–2022 average is 0.67 acres, twice Dane County’s, and driveway length is what a plow quote is built on. Roughly 38 percent of county residents were on private wells on the county’s 2005 figure; a well head and a septic drainfield are two places on a Lisbon lot where a contractor should not stack salted snow, and the contract can say so. The research found no readable Lisbon ordinance on sidewalks, overnight parking or snow emergencies, and no village page stating them. They exist, they are set by the village, and this page will not guess at them; the village is the source. Two things hold regardless of local code. Wis. Stat. § 346.94(5) bars placing on a highway “any foreign substance which is or may be injurious to any vehicle,” which every Wisconsin municipality applies to snow pushed into the road, and § 86.022 makes willfully obstructing a public highway a misdemeanor. On a village street the plow is the village’s; on a lettered county highway it is Waukesha County’s; on a private subdivision road it is whoever the road association hires. No NWS storm report names Lisbon, and there is no normals station in the village. It sits between two gauges that both reported the January 9, 2024 clipper: two miles northwest of Sussex, 6.1 inches; one mile east-northeast of Merton, 7.1. Greenfield, in Milwaukee County, got 2.5 in the same storm. That is the county’s snow in one event — a westerly system that gave the inland villages two to three times what fell at the shore. The season count comes from the Waukesha station: 13.6 days a winter with an inch or more on the 1991–2020 normals, 4.7 with three or more, on 39.5 total inches against the airport’s 48.7.
Nobody plowing Lisbon publishes a residential price. The county’s single printed rate is a City of Waukesha operator’s $49 per visit, restricted to that city and to asphalt; multiplied by 13.6 plowable days it is about $670 a season before salt, on a city-lot driveway. A Lisbon driveway is longer, and a national marketplace’s own price sheet adds $15 to $30 a visit for anything past 50 feet.
